斯文里三期公辦都市更新歷程影像紀錄

本計畫透過影像，紀錄蘭州斯文里三期整建住宅更新的過程。

 

困難的民辦都市更新計畫

「蘭州斯文里三期整建住宅」位在臺北市大同區，為民國58年配合政府拆遷戶安置政策而興建的整建住宅之一。隨著歲月更迭建築物變得老舊窳陋，加上當時設計之小型住宅單元，已不敷現在居住使用需求，建築物體的更新亦成為社區居民必須面對的課題。然而，受限於所在位置的航高限制，以及複雜的房屋所有權關係、弱勢戶占極高的居住比例等因素，致使開發誘因及更新意願整合不易，讓民辦都市更新的計畫顯得困難重重。

 

以影像紀錄居民故事

因此，臺北市政府於105年將斯文里整宅納入公辦都市更新計畫，首度由市府擔任實施者，推動整建住宅的更新計畫。本團隊於計畫中透過影像紀錄的方式，追蹤紀錄公辦都市計畫的推動歷程，並透過訪談居民等方式，建構斯文里三期整宅的空間脈絡，同時討論都市再生與社會網絡關係之議題。

 

本計畫共計完成7支影片，以當地居民故事、弱勢關懷照顧、市府團隊階段行動、整宅拆除新屋重建等過程，述說地方故事，亦紀錄公辦都市更新的相關歷程，作為保存社區記憶之載體。

The project was to record the process of improving the deteriorated environment of the Siwen Village III Resettled Tenement.

 

The difficulty of residents-led urban renewal project

Located at the Datong District, Taipei, the ‘’Lanzhou-Siwen Village III’’ was one of the buildings that were constructed in 1969 as an interim houses for local residents.

 

Although at the time, the apartment had the most modern design, it did not meet the requirements of the present day. Renewal of the tenements become a crucial issue for local residents.

 

There were lots of difficulties and obstacles during the renewal. For example, the height restriction due to its location, the issue of ownership (including land owners and the building owners), and the fact that disadvantaged groups were the majority of the residents in the building. The combination of these issues made it more difficult to drive the renewal action and have the cooperation of all involved parties.

 

Documenting the stories of the residents

In 2016, Siwen Village III Resettled Tenement was the first government-led urban renewal project. Our team documented and followed-up throughout the process of this project by visiting and interviewing residents. We presented the complete context of Siwen Village III Resettled Tenement renewal process while guiding the public to discuss the issue of urban redevelopment in relation to social networks.

 

A Total of 7 video documentaries were produce during this project, illustrating the resident’s stories, the care for the disadvantaged groups, city government’s actions as well as the whole renewal process, in order to portray this local story while conserving community memories.
